(나) 이 글은 국가가 중립적이어야 한다는 자유주의자들의 입장에 대한 공동체주의자들의 비판적 입장을 설명하고 있다. 공동체주의의 입장에서는 자치에 대한 참여가 필요하며 그 참여를 잘하기 위해서는 시민으로서의 자질 혹은 시민적인 덕을 갖추거나 습득해야 하는데 이를 위해 국가의 역할이 필요하다고 본다. 이와 같은 입장에서 공동체주의자들은 시민들의 좋은 삶을 장려하는 것이 정치 제도의 제일 미덕이기 때문에 국가의 중립성에 반대한다.
