(나) 이 글은 토크빌이 분석한 19세기 미국 사회의 민주주의에 대해 설명하고 있다. 토크빌에게 있어 자유는 그 자체로 절대적 가치를 가지는 것으로, 개인이 사적인 행복을 향유할 뿐 아니라 사회에 적극적으로 참여할 때 완성된다. 하지만 당시 프랑스 민주주의에서는 사적 이익만을 추구하는 개인주의와 물질주의로 인해 자유가 훼손되는 현상이 나타나고 있었다. 토크빌은 미국 사회에 대한 관찰을 통해 미국 사회가 물질주의와 개인주의라는 민주주의의 위험성을 드러낼 조건을 충족하고 있다고 분석했다. 하지만 당시 미국 사회에서는 다수에 의한 폭정이나 자유가 훼손되는 현상이 나타나지 않았는데, 이러한 원인으로 토크빌은 권력 분산과 배심원제 등의 제도적 원인을 제시한다. 그리고 토크빌은 이러한 제도보다 미국 시민들이 민 주주의에 대한 ‘마음의 습속’을 지니고 있었던 것이 미국 사회에서 민주주의의 위기가 나타나지 않은 가장 중요한 원인이었다고 분석했다.

Tocqueville observed that American society also had conditions that could lead to the dangers of democracy, such as materialism and individualism. Despite this, there was no tyranny of the majority or erosion of freedom in America. Tocqueville attributed this to institutional factors like the separation of powers and the jury system. More importantly, he believed the main reason democracy did not face a crisis in America was that American citizens had a "habit of the heart" that supported democracy.
